Special Supervision Services

This program is a monitoring process that is required for drivers who have successfully completed an administrative hearing with the Florida Department of Highway Safety and Motor Vehicles (DHSMV) Division of Driver’s license, Bureau of Administrative Review for a hardship driver’s license. The Special Supervision Service (SSS) program is for individuals who have made a commitment to abstinence from alcohol and other drugs and whose driver’s license has been revoked or suspended due to DUI for a period of five years, 10 years or in some cases permanently. Participants in this program are supervised by a licensed DUI program. Clients are expected to have established and have been working on a solid plan of recovery from the use of alcohol and other drugs before they apply. Participants in SSS remain on the program until the end of their driver’s license revocation. Failure to follow program guidelines will lead to expulsion from SSS and cancellation of the hardship driver’s license. The “hardship” driver’s license allows limited driving for business, employment or educational purposes only, depending on the type of license issued.

  • "No License" is the revocation time period applicants must serve before they become eligible for a hardship driver’s license.
  • "No Driving" means a confirmed period of no driving without a driver’s license.
  • "Abstinence" means total abstinence from all alcoholic beverages (including non–alcoholic beer), no abuse of prescription or over–the–counter medications and no illicit drug use.

Procedures for application to Special Supervision Services:

After completion of statutory eligibility requirements, make application with DHSMV Bureau of Administrative Review for an administrative hearing to request a hardship driver’s license. This office is located at 100 Stumpfield Road, Pensacola, Fla. 32503 and the phone number is 850.494.5728. Complete the hearing to confirm eligibility. If you are found eligible by the Bureau of Administrative Review, you will receive a letter of referral to the local DUI Program for an initial screening for Special Supervision Services (SSS). Call 850.494.5656 to set up a Special Supervision Service screening appointment. The screening will review your eligibility and provide a complete explanation of the program. With a successful screening and your commitment to follow SSS program rules, you will begin an application process that will take about 90 days.

The DUI program will notify you and the Bureau of Administrative Review of the outcome of your application by mail. If you are accepted into the Special Supervision Service program, the Bureau of Administrative Review will notify you by mail and instruct you to report to the nearest driver’s license office for issuance of a hardship driver’s license. Note that installation of an ignition interlock device will be required before you gain the hardship driver license. You must then set up an appointment with the DUI Program to begin participation in Special Supervision Services.

5 Year Revocations - Ignition Interlock for 1 year

1st year — 12 sessions at $65 per session + cost of urinalysis + cost of criminal and driving records twice per year. If participation in the program is satisfactory, the number of required SSS sessions may be reduced as follows:

2nd year — Six sessions (every other month) at $55 per session + cost of urinalysis + cost of criminal and driving records twice per year.

3rd year — Four sessions (every calendar quarter) at $55 per session + cost of urinalysis + cost of criminal and driving records twice per year.


10 Year Revocations - Ignition Interlock for 2 years

1st and 2nd year — 24 sessions (monthly) at $65 per session + cost of urinalysis + cost of criminal and driving records twice per year. If participation in the program is satisfactory, the number of required SSS sessions may be reduced as follows:

3rd year — Six sessions (every other month) at $55 per session + cost of urinalysis + cost of criminal and driving records twice per year.

4th year — Four sessions (every calendar quarter) at $55 per session + cost of urinalysis + cost of criminal and driving records twice per year.


Permanent Revocations – Ignition Interlock for 5 years

1st through 5th year — 60 sessions (monthly) at $65 per session + cost of urinalysis + cost of criminal and driving records twice per year. If participation in the program is satisfactory, the number of required SSS sessions may be reduced as follows:

6th year — Six sessions (every other month) at $55 per session + cost of urinalysis + cost of criminal and driving records twice per year.

7th year — Four sessions (every calendar quarter) at $55 per session + cost of urinalysis + cost of criminal and driving records twice per year.
